The focus of the meeting is to provide information and support with applications to this year's EnviroGrant scheme, which offers funding and practical support for Southwark-based community groups and projects - along with the opportunity to ask any questions about recycling in Southwark. Refreshments will be provided.

Our Annual General Meeting (AGM) is on the 6th March at 7.30 at St Paul's Church, Lorrimore Square.

The AGM was to have been held in November last year but this was cancelled by Southwark Council at the last minute. Please come and take part - it is important that you do come as we need as many people there so that we keep our funding and because we will be electing a committee to carry on the work of the Association to improve area where you live.

There's also a lot to talk about:

The TRA is working on making a concreted area on Lorrimore Road in to a green space.

We need to set plans in place for the Annual Summer Picnic in Lorrimore Square - should we make it a celebration for the Queen's Diamond Jubilee? We might be able to get additional funding for this.

There's also our ongoing campaign to establish Lorrimore Square as a Protected Green Space to prevent it being built on.

Our Resident Services Officer from Southwark Council, Suzanne Matthews, will be there so it's an ideal opportunity to talk about issues with her.

Put the time and date in your diary. It's a great way to meet your neighbours.

Development of Manor Place Terrace

Meeting to organise a new AGM

There will be a meeting to organise a new AGM for the TRA next Tuesday (10th Jan) at 7.30 pm in St Paul's Church office. The office is under St Paul's Church, the door to the office is directly opposite Carter Street (there's even a gap in the railings to save you walking round to the main gate).

Items for discussion include the leafleting and other ways to make sure everyone who lives in the TRA area knows about the AGM to ensure we achieve a successful meeting.

If you can't come, but you are willing to help with leafleting to make sure we can hold a successful AGM, then please get in touch (surreygardenstra@gmail.com). The aim is to hold the AGM in March, but the date will be confirmed at the meeting on Tuesday.

AGM Cancelled

The AGM due to be held on the 29th November has been cancelled, and will be rescheduled. The TRA would like to apologise for any inconvenience caused, but the meeting has been cancelled at the request of Southwark Council.

A new AGM will be scheduled for next year (2012). The TRA will be in touch at some point with a new date.

1. Chair opened meeting

2. Chair’s Report:

a. Tony reported that he has contacted Tim Norris to commission the remedial work on the animal statues in Lorrimore Gardens as agreed at the last TRA meeting. There has been no response to date

b. As agreed at the last meeting, Tony followed up with the Housing Office (Suzanne Matthews) to report that the lay-by area on Lorrimore Rd is, once again, being used as a dumping ground. The housing office has stated that an environmental enforcement team will clean the area and continue to monitor

c. The Housing Office informed Tony that Fire Risk Assessments (FRAs) are currently being completed in the area. The prime focus will be communal areas used for storage. Residents and tenants have received letters informing them of the assessments and have been requested to remove items stored in communal areas by 31 October – this will be followed up in November by the Housing Office

d. Tony put Cath in contact with the Housing Office to reclaim the insurance for the park

e. Tony reported that his Stage II complaint to the Council is still outstanding. Tony to chase

f. Tony reported that the feedback on the Heritage signing has been consolidated and will be provided to the project team. Tony reported that as part of the consultation for the masterplan for Pasley Park, there is discussion over a possible name change for the park back to Surrey Gardens. Tony will work with the project team to consider how the Heritage signing might be able to work around this

3. Treasurer’s Report:

a. Cath reported that the accounts for the year are complete and are just awaiting independent audit

b. Cath reported that we are currently owed £1,900 in insurance money from the Council. Cath has emailed the Housing Office to chase and will follow-up

4. Any other business:

a. John noted that the new housing on Lorrimore Road is ready for the bricks to be put up and that no consultation on these bricks has taken place as had been agreed. Tony will follow-up with the planning officers again

b. Andrew reported that a new organisation currently called the Walworth Society will be meeting on the 22nd of November (location tbc). The purpose of the group is to preserve local history, promote the community, provide input to planning, etc

c. Tony reminded the meeting that the AGM is approaching fast. Tony will be standing down as Chair this year. New committee members will be required if the TRA is to continue

d. Cath noted that there is now no pay parking on Lorrimore Road and the parking shop is closed so it is very difficult to access parking visitor permits (as you must be at home when they are delivered). Tony will raise the issues with the council and see if there is any way of booking a specific time for delivery of visitor permits

e. John noted that the hinge is coming off one of the gates to Lorrimore Gardens. Tony is already looking at getting a potential supplier to strip and repaint the gates so will include this in his work request

f. Brian noted that the gardeners accidentally knocked 3 bricks out of the wall of Lorrimore Gardens. Some local children have since knocked more of the bricks out. Tony will raise with Susanne Matthews at the Housing Office and see if it can be fixed

5. Next meeting – the AGM will be held on Tuesday 29th November 2011, 7.30 pm in St Paul's Church, Lorrimore Square

a. This is, by far, the most important meeting in the TRA calendar. Pasley Park Consultation

A consultation is about to kick off on planned changes to Pasley Park. Southwark Council have organised a fun day to kick off the process - with face painting, refreshments, a bouncy castle - and even a raffle to take a balloon ride from the park!

The event will take place in Pasley Park itself, on Saturday 15th October - from 11.30 until 4.00.

Heritage signage

1. Chair opened meeting

2. Chair’s report

a. Tony thanked those who attended the picnic for coming, in particular Cath (for organising the bouncy castle), Megan (for shopping and cooking), Natalie, Andrew, Sue and Tom (for cooking). Tony reported that, despite the weather, a fun time was had – with more parents accompanying their children than in previous years

b. Tony reported that his Stage II complaint to the Council is still outstanding. Tony to chase

c. Tony reminded the meeting that a charity had expressed an interest in moving into the unused garages below the new flats on Lorrimore Sq. Unfortunately, the latest news was that this would not now be happening

d. Tony reported back to the meeting that the first draft of the heritage signage had been fed back on, and redesigned. The new designs were shared with the meeting, with the following key points emerging:
i. Better to remove the map from the timeline
ii. Need to ensure we use ‘plain English’
iii. The lectern versions were well received – could both signs be produced in this style?
iv. Spell out “Surrey Gardens Tenants and Residents Association” in full
v. Remove all telephone numbers and web addresses, as these details age quickly (making the boards seem less relevant)
vi. Tony reminded the meeting that this was the final opportunity for the general public to input into the designs, and detailed next steps as follows: share the new designs via the website and wait for feedback. Share designs with Heritage Lottery Fund for sign off. Feed back any further changes to Browse Bion for a final, third version, to be produced. These will be signed off by the Project Team

3. Treasurer’s report

a. Cath reported approximately £6,500 in the TRA account – of which £4,500 is Heritage Lottery Fund money

b. Cath reported that we are currently owed approximately £2,000 in insurance money from the Council. Tony to forward a Housing contact to Cath to contact regarding the outstanding money owed

4. AOB

a. Tony suggested that the TRA pay Tim Norris to conduct remedial works on the animal statues in Lorrimore Gardens. Approximate cost £500. The meeting agreed. Tony to commission Tim Norris

b. Tony also noted that the gates to Lorrimore Gardens are in need of stripping and re-painting. Tony to look for a potential supplier to conduct the work and report back with a cost to the TRA

c. Tony reminded the meeting that the AGM is approaching fast. Tony will be standing down as Chair this year. New committee members will be required if the TRA is to continue

d. John reported that the ‘lay-by’ area on Lorrimore Rd is, once again, being used as a dumping ground. Tony to follow up with Housing

e. Brian reported that a Council official had been to Lorrimore Sq to inspect communal stairwells for fire safety. Tony to follow up with Housing on the outcome

1. Chair opened meeting

2. Chair’s Report:

Tony confirmed that the walkabout with the tree section of the Council had yet to take place. Sue volunteered to follow up with the tree section

Tony has received a letter apologising for the delay in addressing the Stage 2 complaint regarding the Tenant Fund application. This is now due to be addressed by 1 July

Tony confirmed that Browse Bion (http://www.browsebion.com/home/index.html) has been appointed as the provider for the heritage signage project. A Project Team meeting is scheduled for Wednesday 9 June, which Tony will report back on. It is hoped that first drafts of signage will be ready in time for the annual Picnic in the Park in July

Tony has received contact from the Council with a proposition to convert some of the garages below Lorrimore Square into an office/sales space for a local furniture aid charity (Furniture Aid South Thames: http://www.furniture-aid.co.uk/). The charity currently has a warehouse in Oval, but now needs to relocate. The Council reports that the garages in question are not currently in demand. They also point out the benefits of having a space occupied and used versus not (i.e. potential otherwise for vandalism, fire etc). The meeting was in agreement that this was a sensible proposal, and in keeping with the ethos of the area – noting that it could also be of use to local Tenants and Residents. Marcus raised the possibility of well-meaning people dumping items outside the property as donations, which could swiftly become unsightly. Tony promised to raise this with the Council, and to e-mail out to the wider TRA group for further thoughts and issues

Tony confirmed that Tim Norris (the sculptor responsible for the carved animals in Lorrimore Gardens) had been in touch to suggest that the sculptures require some remedial work. Tim suggested this would require approximately two days of his time (c.£500). Tony suggested the TRA should defer a decision on this work until such a time as the Tenants Fund has been paid from the Council. All agreed

3. Treasurer’s Report:

Cath reported that the insurance money has now been paid, leaving £1,325 in the TRA account (not including the £4,000 HLF money). Cath will pursue claiming the insurance money back from the Council

Cath confirmed that the Tenants Fund had not shown on the TRA accounts by the time of the meeting, but that this was now due

Cath confirmed that, due to a missing invoice, the insurance claim for the damaged roundabout from last year had still not been resolved. The insurance company has confirmed willingness to pay upon receipt of an invoice, meaning a further £772.45 (less £100 excess) is also due back to the TRA

4. Any other business:

Sue requested that the TRA hire a heavy duty drill in order to fix the art in the park that was recently damaged. Tony to liaise with Sue to hire on an appropriate day and Sue to purchase fixings, claiming back from the TRA

It was noted that the demolition of 113 Lorrimore Square has begun. Tony confirmed that he has already contacted the Council around the further promised consultation regarding materials to be used, but has had no reply. Tony to try again

Marcus to contact the Council regarding the graffiti that has appeared on the doors of the electricity sub-station in Lorrimore Square

Andrew reported back from the Housing Area Forum. Several TRAs suggested that the Tenants Fund would not be paid for a year. Tony to check with Council Officers

TRA Annual Picnic In the Park – it was suggested that the Annual Picnic in the Park be delayed by a few weeks, so as to allow sufficient time to plan. All agreed. Budget for food, wine and provisions set at £100. Natalie, Sue, Cath, Andrew and Tony to share food preparation and purchase. Tony to e-mail out tasks to all and to confirm availability of picnic tables with Fr Grahame. Cath to organise a bouncy castle

5. Next meeting: – the next meeting will be the Annual Picnic in the Park, to be held on Tuesday 19th July, from 6.00 pm – 8.00 pm in Lorrimore Gardens, Lorrimore Square. This meeting will be leafleted and advertised via the website and e-mail

2. Chair’s Report:

Park closure – Tony has contacted the council regarding having the park closed in the evenings. He has had no response from initial communications, but has now escalated to the Head of Parks

Tony has contacted the council regarding Tree Works in the square. Trees have been pollarded and there is concern that these will not grow back. The Council has offered a walkabout to address concerns. This is yet to be arranged

Tenants Fund – Tony has contacted the council regarding the tenants fund multiple times. Since our last meeting, Tony has written to the local Ward Councillors, and escalated his formal complaint to a stage 2. The council has said that there are new forms for claiming for the Tenants Fund, and the Surrey Gardens TRA is participating in trials of new forms. Tony has completed and sent these in and is waiting for a response

Tony met with Christine Wildhaber (from Southwark Council) and Judy Aitken from the Cuming Museum. Christine has quotes for the signage. Tony has researched and drafted the original park on a current day map as an input to the sign (including notes of key points of interest) and sent to Christine and Judy. Next steps are to appoint a company to complete the signage and to commission the first draft designs for further consultation. Tony to update at next meeting

3. Treasurer’s Report:

We have more than £6,000 in the bank, of which £4,500 is Heritage Lottery Fund money, whilst just under £2,000 is required to pay the insurance for the park (to be refunded by the Council)

Walworth Garden Farm: Spring Plant Sale

It's that time of the year once again: for every Saturday and Sunday in May, Walworth Garden Farm will be running the annual plant sale where a variety of bedding plants, herbs and small shrubs (all grown by trainees and volunteers at the Farm itself) will be available to buy at great prices.

The Farm itself is a registered charity, and relies on funding from sources such as the plant sale in order to keep running. So go along, help out your local charity, and get gardening whilst the weather stays nice!

Free one-day workshop: Introduction to herbal medicine

Walworth Garden Farm is offering a free workshop (to anyone aged 19+) on herbal medicine.

This one-day workshop will take a brief look at the history and politics of western herbal medicine, then look at traditional uses of some common kitchen herbs and wild growing plants. The workshop will explore one herb more fully in depth and then look at the different ways of preparing and using herbs, including making an ointment. Places are limited.

The workshop will take place on Tuesday May 10th and June 14th, 10 am to 3pm, at Walworth Garden Farm.

2. Chair’s Report:

Whilst not a TRA event, Tony thanked all those who attended for going to the Picnic in Pasley Park on Saturday 2nd – and reiterated thanks to Alison for all her hard work organising the whole thing. There was a great turnout, helped by good weather. Alison has confirmed an interest in helping with the TRA’s picnic in July

Tony confirmed that the Heritage Signage project for Pasley Park continues to be delayed due to the TRA’s main contact with the Council (Emma Longman) having, unfortunately, been made redundant. Tony confirmed that costs had been sought from three companies but, due to some of these not being able to supply a cost, the Council would have to approach at least one more company for a quote. Tony confirmed that a meeting is due to take place with the Project Team and Emma’s former manager next week (either Monday or Tuesday to be confirmed)

A local resident has e-mailed the Chair regarding potentially closing Lorrimore Gardens overnight, every night. Whilst the TRA agreed it did not have capacity to handle this via members, Tony did agree to approach Southwark Council about getting the park on to the rota for regular closure at night. Tony to action

Tony confirmed that, despite numerous e-mails to Southwark Council, there is still no news regarding the Tenant’s Fund for 2011. Tony informed the meeting that, ordinarily, the TRA would receive application papers after the AGM in November and that the process would typically be resolved by March. Cath suggested that some other TRAs had already reported receiving their money for 2011. Cath also reminded the meeting that the Tenant’s Fund is paid for by all local Tenants and Residents and that therefore, in effect, the TRA is simply asking for that money to come back into the community as is owed. Tony to follow up with the Council once again and report back. Andrew to ask other TRAs if they have received funding at the next Housing Area Forum, and to ask what support they might be able to lend to our TRA in discussions with the Council

We have £6,819.41 in the bank, of which £4,000 is Heritage Lottery Fund money

Cath reminded the meeting that insurance for Lorrimore Gardens is due to be paid next month – this would typically be paid from the Tenant’s Fund, which is now overdue

Woodcarving for beginners

Stuck for something to do on Sunday? Why not try your hand at woodcarving? Walworth Garden Farm are offering a free "woodcarving for beginners" workshop, this Sunday (April 3rd, 11 am - 3 pm) - for everyone aged 8 - 80!

Tim Norris (who sculpted the animal totem poles in Lorrimore Gardens) will be accompanied by Arthur Demowbrey (sculptor in residence at the Farm). It should be a great opportunity to learn a new skill.

Art for Pasley Park

Though not a TRA project itself, it may interest you to know that following our consultation session (run by the TRA for the history signage project) that a decision has been made on the artistic seating for Pasley Park.

Reflecting the history of the site, and following a final vote at a recent Friends of Pasley Park meeting, one of the 'ostrich' options has been selected to be developed.

It should be a great addition to the park!

There will be a further meeting on 4th April from 6.30 pm at the Cuming Museum, where a clearer idea of the finished product will be presented.

Art in Pasley Park

Picnic in Pasley Park

Local resident Alison, who lives on Carter Street, is organising a picnic in Pasley Park - so that the community can get to know each other better. There will be lots of activities for the kids (including face painting and balloon animals) - all you need to do is bring a dish!

The picnic will be held in the park itself (or in Pasley TRA Hall on Stopford Rd if wet) on Saturday 2nd April, from 12.00 until 2.00 pm.

Heritage consultation

Drop in sessions will be conducted at the Cuming Museum on both Saturday 15th and Saturday 22nd January providing opportunities to ask questions, see original materials and input into the design and content of the signage itself. In addition, the first TRA meeting of the year will become a dedicated consultation session to starting, as normal, at 7.30 pm on Tuesday 1st February in St Paul's, Lorrimore Square. 1. It was agreed that the TRA would support a grant application by the Friends of Pasley Park for outside gym equipment

2. Tony reminded everyone of the Walkabout around Pasley Park, to take place on Saturday 11th at 11 am - all welcome

3. Next meeting - an exact date for the next meeting was not set, but it is likely to be held on Tuesday 1st February 2011 (the TRA does not meet in January). The meeting will be both advertised on the TRA website, and leafleted

As many of you will know our TRA (in conjunction with Southwark Council and the Friends of Pasley Park) recently obtained a grant from the Heritage Lottery Fund to provide heritage signage, explaining the history of the area.

The Project Team responsible for developing the signage are very keen that the boards reflect what local people find interesting about the rich history of the area. To that end, there will be a series of consultation sessions providing opportunities to learn about the history as well as to input into the design of the boards.

The first of these consultation sessions will be held on Saturday 11th December, at 11 am, in Pasley Park itself - and will take the form of a guided walk about the area. For more information, e-mail: pasleyparkhistory@gmail.com

Cath proposed the minutes of last year’s AGM be accepted. Jenny seconded

3. Chair’s report

Tony thanked everyone for attending and noted that it had been a busy year for the TRA. It was noted that getting local residents come to meetings continues to be one of the biggest challenges faced by the TRA
Despite this, Tony noted that the TRA continued to have many successes in 09-10, including:
The improvements to the ‘Lorrimore cut-through’, from the Cleaner, Greener, Safer funding awarded by Southwark Council;
A very successful summer picnic in the park – Tony thanked Simon and Jeanette for their momentous efforts in preparing the food;
Fixing the vandalised mosaic in the centre of Lorrimore park with paving;
Conducting an art project with the students from the John Ruskin school and erecting the art on the electric substation in Lorrimore Park
Working with Southwark Council and the Friends of Pasley Park to win £8,000 of Heritage Lottery Funding for signs in Pasley Park; and
Objecting to the planning application for proposed works in Lorrimore Road and agreement that the TRA will be consulted with regard to any exterior materials to be used
Unfortunately, over the summer there was some vandalism around one of the play areas in the park. This resulted in the park being closed safety purposes for a month over summer whilst the insurance was claimed and repair was completed

4. Treasurer’s Report

Positive balance, with £1000 due to come out for art project Cath reported that money had been received this year from the Tenant’s Fund, interest on the account and c£400 from ‘the Bill’ for filming in the local area. The council has also reimbursed the cost of the insurance payment for Lorrimore Gardens for 2009 as well as 2010
Expenditure consisted of refreshments for meetings and the summer picnic, the art project and the paving centrepiece for the park. After auditing, the current account balance stands at £3760.60
Jeanette proposed the accounts be accepted. Melissa seconded. The accounts were approved
Tony proposed we continue to use the same Auditor next year. Megan seconded. The auditor was approved

5. Elections for 2010

The old officers stood down
Andrew nominated Tony as Chair, Jeanette seconded and it was approved
Tony proposed that the TRA adjourn the nomination and election of Vice-Chair until the next meeting. Megan seconded and it was approved

Tony noted that there will be a Tenant’s meeting on Saturday 13th November from 9.30 – 4.00pm, with workshops and speakers discussing tenants services / funding. If anyone is interested in attending or more information, please let Tony know
John raised that the Garden in Carter Place is up for development, with the council having turned down two previous planning applications. For more information or to register any objections, please go to www.carterplace.co.uk
Cath raised that the Southwark Group of Tenants provide local ICT training if any local residents are interested
Anne noted that there will be a walkabout with an artist tomorrow (3rd November) around Pasley Park to discuss options for an art project in the park
Tony informed the meeting that Jason Reid (the new local housing officer) conducts 6 weekly inspections of the local area to identify areas which require improvement. The next meetings on 10th December, 21st January, 4th March. Anyone wishing to join Jason should let Tony know

Heritage Lottery Fund:
Tony is working with Southwark Council and the Friends of Pasley Park to complete a ‘permission to start’ form, and apply for the first 50% of the grant. The TRA will contribute £500 and the grant will be £8,000. Next steps are to draft a press release and community consultation, lead by the Cuming Museum, to see what people want to put on the two boards which will be erected in Pasley Park (location TBD)
Lorrimore Gardens:
The vandalised surface in the play area has been fixed and the park has been reopened. A Heritage Lottery Fund sign will be erected on the wall backing onto the church, in recognition of the previous award which enabled the installation of the play equipment
Cleaner, Greener, Safer grant:
Extra lighting is in place and trees are being planted next month

3. Treasurer’s report

There is approximately £3,800 in the TRA account
Cath has sent through the accounts for auditing and these will be ready for the AGM in November

4. AOB

AGM: Tony called for volunteers to stand for TRA committee positions. Please let Tony know if you have an interest in standing for a position. Tony reminded everyone of the importance of attending the AGM if you can – without a quorum (a minimum of 15 adults from the area), a new committee cannot be voted in and the TRA risks losing funding for next year
Ada noted that there had been squatters in 1 Lorrimore Square, but that the property is now up for Auction. Tony offered to follow up with the Council

5. Next meeting

Annual General Meeting, Tuesday 2nd November at 7.30 pm. This meeting will be leafleted, and advertised on the TRA website. Drinks and snacks to be provided

Gym in the Park

The Friends of Pasley Park (Surrey Gardens) are intending to apply for funding from the Lottery Community Spaces Fund to install a "Family Gym" in the Park.

A "Family Gym" basically has some equipment similar to indoor gym facilities but will of course be free to use and will be out in the open in the park itself. The idea is for the equipment to be suitable for older children, teenagers, adults and older people.

In order to submit an application, the Friends group needs evidence that the community support the idea. If you would like to give your support to the application, please email pasleypark@yahoo.co.uk saying as much. The Friends of Pasley Park would like to thank you for your help in getting this project off the ground.

Pullens Yard Winter Open Studios 2010

2. Chair’s Report:

Picnic was a success; with special thanks to Jeanette and Simon who did an amazing job catering for all the attendees
Tony confirmed that there will be another newsletter produced before the AGM (November) and end of year drinks (ACTION)
Artwork in the park; all the artwork is now displayed on the electricity substation. Thanks was given to Sue, Simon, Emily and Emma for completing, and installing, the work
The Big Lottery Fund asked the TRA to complete a questionnaire regarding the funding that was given for the park 10 years ago. Tony completed this, and we have received a Big Lottery sign and stickers to put up in the park (ACTION)
Tony explained that the park has been closed due to vandalism of the safety flooring by the roundabout. An insurance claim has been made, and we will be liable to pay £100 excess. As soon as the insurance money has been received then we will instruct the work to be completed and then the park will be re-opened
Heritage Lottery Fund. A meeting to decide on the application is due to take place on 8 September on the Heritage signage. We should hear a decision shortly after that
There are new notice boards in Pasley Park, which we are able to use to put in TRA notices. Tony has the details and we will use this for the upcoming meetings
Cleaner, Greener, Safer. The work has started in re-development of the cut-through. The work on the lighting columns has started, and the tree surrounds have been completed. Two trees are due to be replaced
Development in Lorrimore Road. Tony confirmed that he had met with various councillors and attended a planning meeting. The development will continue to take place, but we will be included in the consultation regarding building material (e.g. bricks). Tony confirmed that as part of the conditions of the build is that no parking permit for Lorrimore Road will be granted, and each house will have one parking space

3. Treasurer’s Report:

We have approx £3,500 in the bank.
We have paid Sue for the Art in the Park, and have paid for the roundel.
£100 will be due for the insurance excess
Cath is working on getting the signatories changed on the bank account

4. Southwark Democracy Commission:

Helen Laker from LB Southwark attended to discuss ideas on how the Council can increase public participation and consultation
Helen shared some of the ideas received so far, e.g. changing timings and locations of current meetings, broadcasting meetings online, themed meetings, etc
The TRA group shared their thoughts with Helen, who will send the output to Tony for sharing with the TRA (ACTION)

5. Any other business:

AGM. Tony reminded the group that the next AGM is in November, and that to be quorate at least 15 adults from the area are required to attend. He asked that TRA members let him know when they are available during November so we can pick the best date
Tony said that all posts are available, and nominations will take place at the AGM. Tony asked that if anyone was interested to let him know
Tony to contact the council regarding 1 Lorrimore Square, as a concern was raised that squatters are currently in the flat

Park Progress

For those of you who weren't around at the time, it may be of interest to know that around 10 years ago now the TRA applied to the Big Lottery Fund for a grant to cover consultation around, and improvements to, Lorrimore Gardens in Lorrimore Square.

The grant application was successful, and has resulted in the park we all see, use and enjoy today. Given the 10 year anniversary (or thereabouts), it's well worth acknowledging the role of the Big Lottery Fund in all of this - without whom, the park could never have been transformed. Big thanks, to the Big Lottery!

In other local parks news, Pasley Park now has brand new notice boards installed at the two main entrances to the park. They look absolutely fantastic, and are testament to the hard work of the Friends and Pasley Park. Just goes to show what can be achieved when a group of people come together and put their minds to something!

Annual Picnic in the Park

Many thanks to all of you who came to the Annual TRA Picnic in the Park at the beginning of July! First year ever that we had no rain (almost...), which certainly seemed to help with turnout as the park was full of people. Once again the bouncy castle was a big hit, whilst the food and drink disappeared as quickly as it arrived.

The picnic was also the official 'launch' of the new artwork in Lorrimore Gardens - provided courtesy of the children at John Ruskin School, under the supervision of Sue. Hopefully you all agree that it looks fantastic, and has brightened up that corner of the park no end. If you missed this quarter's copy of Southwark Housing News, there is a piece in the magazine on the project. You can download it here (see the July version).

This month has again chased Cleaner, Greener, Safer (CGS). There has been a delay in response due to a delay in response from EDF Energy who are responsible for the lighting. We now have agreement on the lighting from EDF Energy. CGS are estimating that they need approx 2 months to prepare, and then EDF can install the lamp-posts. After this CGS can start the landscaping. Current estimates for project completion are Autumn 2010
Heritage Lottery Fund Grant for heritage boards
Met with Steve Callaghan (head of parks team) and we are currently waiting for formal response for sign-off. We cannot submit the final application until this is received.
Tony will continue to chase for sign-off so that application can be submitted (ACTION)
Picnic in the Park:
Article submitted to Southwark Housing News, which will appear in July’s issue
Picnic submitted as an event on the Southwark Council website
Cath has organised the bouncy castle and Southwark Community Games (cricket and football)

There is a planning meeting on 1st June, and our concerns will be raised through the councillors. They will recommend a delay, in order to enable a site visit which will include local residents.

Final costs and information regarding consultation process received from Cumming Museum. The consultation process will involve at least 2 adult and 1 child workshop, including a walkabout of the area
Meeting planned for 18/05/2010 with project team and Southark council parks department for parks sign-off, and confirmation that they will maintain the signs
Final application to be submitted at the end of May
Tony handed out copy of application; it may take up to 1 year from approval for the project to be completed

Sculptures in the park / Park maintanence:
Have received an offer to varnish them

Redevelopment of 113 Lorrimore Road:
Tony explained the proposed redevelopment, which will be 4 x 5 bed houses, designated as affordable housing
The consultation ended at the end of April
Tony has emailed the council to inform them of the TRA meeting, and that we will submit a response as a group after this meeting.
Issues that will be raised in the response:
Parking – this will increase strain on current limited parking in Lorrimore Road
Architecturally in keeping / character of area / currently not many other large properties in area
Potential of space to cater for more families
How will local area benefit, e.g. TRA hall
Lack of response from statutory bodies, e.g. environment department
Agreed that the TRA recognises the need for housing, but above points need to be answered
Tony to email response, so that everyone can comment before formally submitting (ACTION)
Engineering works for Northern Line causing more people outside tube at the weekends:
Marcus informed that council are putting new bins outside the tube and will ensure that these are emptied more regularly
Marcus warned of ‘taxi touts’ at the weekend
General bins on Lorrimore Road - Marcus has chased the council, and has not received a response yet
Safer Neighbourhoods meeting - Marcus will attend this meeting on 26 May; which will be discussing safer neighbourhoods
Leaseholder Forum - Megan raised that she had received a nomination form. Megan to show Tony the letter. Tony to investigate (ACTION)
Housing Area Forum - John offered up a place at the forum. Our TRA is not regularly in attendance.

Spring Plant Sale

It's that time of year again...

For every Saturday and Sunday in May, the Walworth Garden Farm will be running its annual plant sale where a variety of bedding plants, herbs and small shrubs (all grown by trainees at the Farm itself) will be available to buy at great prices

The Farm (located on the corner of Braganza Street and Manor Place) will be open starting this week on the 1st, with staff on hand to chat about the work of the Farm in general as well as to offer gardening tips and advice.

Let's hope the weather stays nice for it!

No update on notice boards; waiting for both Southwark council and Cumming museum to respond with information. Tony to chase
Discussion around The Bill being cancelled, and possibility of getting onto a ‘location database’

Tony has updated the Surrey Gardens TRA website with the Heritage Lottery Fund (HLF) pre-application information as agreed at the February meeting. Next step in the process is to finalise the project plan on Monday 8th March to complete the application requirements

Marcus contacted the Community Payback scheme to request support in ground clearing at the back of St Paul’s churchyard. Next step is to agree a date with Community Payback and Grahame
Marcus contacted the council to request:
A bin for the corner of St Paul’s churchyard and;
A bin for the end of Lorrimore Rd, next to recycling bins where a significant amount of rubbish is dumped
Still awaiting a response from the council
The Cleaner, Greener, Safer (CGS) programme have been in touch with Tony and provided the following information:
A plan to plant new trees and re-pave the existing area of the cut through around the trees
That new lighting cannot be incorporated within the existing budget and plans as they stand
That planters can be incorporated
Tony agreed to request more information from CGS on how the £15,000 CGS funding will be allocated, and to try and incorporate lighting into the plan – which was felt by the TRA to be an essential part of the original application
The mosaic refurbishment in Lorrimore Gardens, Lorrimore Square has been completed. Tony posted pictures of the roundel onto the TRA website. John confirmed that the contractor had been paid upon completion. Jenny has planted some new plants into the borders in Lorrimore Gardens. A big thank you from the TRA to Jenny and John for planning and managing the project, and for the additional planting
Artwork for the electric substation:
Sue has submitted a proposal for the art project on the electricity substation in Lorrimore Square, with a cost of £1,000
The cost depends upon assistance from volunteers to take down and replace the pictures once complete
The TRA voted to approve the proposal
Tony to e-mail Sue to give the go-ahead
Cath to liaise with the school and Sue to plan next steps
Cath noted that the TRA need to add an additional cheque signatory for the TRA bank account. Cath will leave the form with Tony to complete, to become the additional signatory
Tony noted that scaffolding had been erected without notice outside 16 and 17 Lorrimroe Square. The contractors also had no ID and no proof of their instruction from the council. Jeanette and Tony both pursued this with the council and with Councillor Caroline Pidgeon, who has tried to chase this internally

Heritage Lottery Fund Application

Many of you know that the area of Southwark in which we live has a rich history, going back many centuries. Last summer, aspects of this history were acknowledged by the Southwark Council event in Pasley Park (Surrey Gardens), based around the zoo that used to be located there until the latter part of the 19th century.

Following an idea that came out of the TRA last year, the Chair has been working with representatives from the Friends of Pasley Park, The Cuming Museum and Southwark Council on an application to the Heritage Lottery Fund. If granted, the fund will be used to develop two historical boards to be located within Pasley Park - helping to raise awareness amongst the local community of the history of the area.

An initial consultation letter has already been sent to various local groups, councillors and organisations asking for their support, and the project team has met on several occasions to discuss the application in detail. Fuller consultations with the wider community (helping to develop the actual boards themselves) will be conducted if and when the grant is awarded. Stay tuned for more details!

Park Improvements

Many of you will have noticed the tarpaulin that's covering what once was the mosaic area, in the centre of Lorrimore Gardens, Lorrimore Square. The great news is that this signals the start of the refurbishment of the area.

Unfortunately, over the years, the mosaic had become damaged and was beginning to look unsightly.

The plan is to install something much more hard-wearing, and yet still attractive, which will last for years to come - looking something like this...

It won't be long until you get to see it in the flesh, as work is expected to only take a few more weeks. We hope you like it!

1. Vice-Chair opened meeting and noted that he would Chair the meeting on Tony’s behalf. Tony, Jenny and Andrew sent their apologies

2. Chair’s Report (delivered by Vice-Chair):

Marcus provided an update on the pre-application that Tony has submitted to the Heritage Lottery Fund (HLF) to provide Historical Boards for Pasley Park. Tony has been working with the friends of Pasley Park, Southwark Council and the Cuming Museum to prepare the pre-application form. Letters have been sent to approx 20 community representatives (faith groups, TRAs, council representatives, schools and local organisations) to consult and gather input. Around 5 responses have been received so far. If the pre-application is approved, there will be further work to prepare the formal application. HLF have acknowledged the pre-application and suggested improvements – work is now underway on the full application, which should happen in the next few weeks. Tony will see if he can put relevant information on the website. John noted that the Durning Library may be able to assist with content for the historical boards. Marcus noted that the Cuming Museum has agreed to provide content for the proposal and will be involved with workshops with local people to help inform and generate content
Marcus reported that Tony and Jo had worked up and submitted the TRA Tenants’ Fund application for 2010. Confirmation of receipt has been received from the Council

3. Treasurer’s Report:

Cath has received reimbursement from the council for the park insurance for 2009. Cath now has the new contact details for the appropriate council representatives, so reimbursement should be faster this year
The TRA currently has almost £6000 in the tenants’ fund, with just over £2,208 (incl VAT) committed to the refurbishment of the mosaic area in Lorrimore Gardens, Lorrimore Square

4. Any other business:

Cath raised the fact that Art in the Park have not come back with a revised quote for the art project with the John Ruskin school to re-do the paintings on the electricity sub-station in Lorrimore Gardens. It was agreed that Cath would not chase Art in the Park again, but seek quotes from other sources
Mosaic Refurbishment in Lorrimore Gardens, Lorrimore Square: John reported that work commenced this week (w/c 1st February, 2010) and presented an updated plan with minor changes to the design, which were approved by the group. Work will take a few weeks to complete
Marcus proposed that the TRA purchase some bulbs to plan in the St Paul’s Churchyard. This was approved by the group with a budget up to £100
Marcus proposed contacting the Community Payback scheme to request support in ground clearing at the back of the St Paul’s Churchyard
Marcus to contact the council to request:
a bin for the corner of the St Paul’s Churchyard
a bin for the end of Lorrimore Road next to recycling bins where a significant amount of rubbish is dumped
Cath to e-mail Caroline regarding the temporary tarmac which was put down on Carter Street, but has not been replaced by paving
John has been attending West Walworth Housing Forum and offered to raise any questions on behalf of the Surrey Gardens TRA members

Many thanks to those of you who attended the End of Year Drinks at the Beehive Pub in December. It was great to raise a few glasses to the successes we've had as a TRA this year. Whilst not a formal meeting, a number of issues were decided upon:

1. Costs for the refurbishment of the mosaic area in Lorrimore Gardens, Lorrimore Sq, were agreed and set at £2,208 including VAT. John will secure examples of the contractor's work as well as of the granite setts to be used within the construction

2. Cath presented costs of £1,850 for the school art project. Tony agreed to go back to Art in the Park and ask for reduced costs

3. Next meeting - an exact date for the next meeting was not set, but it is likely to be held on the first Tuesday in February (the TRA does not meet in January). The meeting will be both advertised on the TRA website, and leafleted

Winter Open Studios - Pullens Yards

Tony thanked everyone for attending and noted that it had been a busy year for the TRA. Despite some promising attendance at the start of the year, it was noted that getting local residents to come to meetings continues to be one of the biggest challenges faced by the TRA – and is likely to be the largest issue for the incoming committee
Despite this, Tony noted that the TRA had many successes in 08 – 09, including securing £15,000 of funding from the Cleaner, Greener, Safer Team at Southwark to help improve the “Lorrimore cut-through”, had launched a new website for the TRA and had run successful, and well attended, end of year drinks and a summer picnic in Lorrimore Gardens
Tony went on to personally thank the members of the current committee for their support over the past year, notably Katy (Secretary – standing down at this AGM) and Cath (Treasurer) for their work

4. Treasurers’ Report:

Cath reported that money had been received this year from the Tenant’s Fund, interest on the account and c.£1,000 from “The Bill” for filming in the local area. The Council had also reimbursed the cost of the insurance payment for Lorrimore gardens, though the current payment was still outstanding. Cath noted that the issue of insurance payment and reimbursement continues to be an issue with the Council
Expenditure consisted largely of refreshments for meetings. After auditing, the current account balance stands at approximately £4,000
Katy proposed the accounts be accepted, Ada seconded. The accounts were approved
Cath proposed we continue to use the same Auditor next year, Tony seconded. The Auditor was approved

Tony confirmed that a meeting has been scheduled (on Friday 16th) with the Cleaner, Greener, Safer Team at Southwark Council, and their chosen contractor, in order to discuss possible plans to improve the cut through between Lorrimore Road and Lorrimore Square
Tony confirmed that he has written to Southwark Council regarding the ongoing problem of young people climbing over the garages near Lorrimore Road. Southwark Council have acknowledged receipt of the complaint – now awaiting a further response

Cath has contacted John Ruskin School regarding the plan to run an art project, re-doing the paintings that are currently on the electricity sub-station in Lorrimore Gardens. Cath is awaiting a reply with regards to costs
John reported back on suggestions for the damaged mosaic area that currently sits within Lorrimore Gardens. John to cost up some suggestions for making improvements and report back to the TRA for authorisation
Tony reminded everyone that the AGM is rapidly approaching and called for volunteers to stand for TRA committee positions. Please let Tony know if you have an interest in standing for a position. Tony reminded everyone of the importance of attending the AGM if you can – without a quorum (a minimum of 15 adults from the area), a new committee cannot be voted in and the TRA risks losing funding for next year

Tony thanked everyone for the great turnout and involvement with the Summer Picnic. The event was a real success, attended in good numbers by both adults and children from the local area. Special thanks to Cath and the Adventure Playground for securing the bouncy castle at the last minute

Cath has secured additional funding (£800) from The Bill for filming that took place in Lorrimore Rd on two separate occasions
Cath to look into possibility of getting just one of the notice boards (most likely the one on Carter Street) replaced and will report back on costs at the next TRA meeting

Anne from Friends of Pasley Park attended the meeting to discuss this new venture. A meeting will be held on Friday 16th October at 7.30 pm in Pasley Hall, Stopford Rd, off Manor Place. The purpose of the group will be to help protect the park and to make more of the space, for both adults and children. Open meetings will be held once or twice a year, with a newsletter available for a nominal subscription fee. Please attend the meeting if you can in order to offer your own ideas for the park
Cath complained about children playing on the garages and wall that runs along the back of the houses on Lorrimore Square. Tony to e-mail the council to pass on the complaint
Cath suggested the idea of an art project with John Ruskin school. Thanks to all of you who attended the summer party in July! We had a great turn out (despite the weather) - the adults enjoying the company and the food, whilst the kids seemed to be enjoying themselves on the bouncy castle...

Following hot on the heals of our own summer party, the council held another event in Pasley Park to celebrate the zoo that used to exist there. It was a fantastic day - congratulations to everyone involved. The park was full of people enjoying the various displays, competitions and food available, and was such a success that the council are now looking into holding an annual event in the park - stay tuned for more details!

As many of you are probably aware by now (if not, read up on our local history here), Pasley Park (formerly Surrey Gardens - the location from which our TRA takes its name) used to, amongst other things, be home to a zoo to rival the size of the one in Regent's Park

Whilst the zoo has long since gone, Southwark Council are keen for us all to commemorate, celebrate and learn more about our local history through a series of events which will take place in the park over the coming months in honour of the 175th anniversary of the zoo. The biggest of these comes on Saturday 25th July from 12 pm - 5 pm, when the council will be laying on a number of things to do for all the family including:

There was a violent mugging in the cut-through between Lorrimore Sq/Rd at midnight the previous Friday. TRA members warned to be extra careful

The insurance for the park has now been paid. Cath will look into getting the noticeboards updated
Cath, having checked that the company has sufficient insurance, has booked a bouncy castle for the Summer Picnic on 14th July

4. Any other business:

Flyers for the picnic were discussed – to be done by Katy. John would do the sign and Tony would do the food. John confirmed that Grahame has kindly agreed to loan tables for use during the picnic
Historical boards were discussed. It was suggested that English heritage could help with suggested budget for this. Also of help could be: Friends of Kennington Park and the Museum of London. Katy agreed to investigate further

Tony has posted a few things on the blog including a notice on the flower sale being held at Walworth Garden Farm every weekend in May – Saturday and Sunday (around 10am – 3pm) and also a post on the Food Up Front project as presented by Mary at the previous meeting
The CGS team were holding their Councillors meeting this evening and would soon be reporting back
Fr. Grahame has e-mailed to say renovation work on the ball court within the grounds of the church is to begin on 1st June and will take 3 weeks to complete

2. Treasurer’s report:

Cath reported that we had now been credited with our tenants fund. The balance on the TRA account now stands at over £5,000, some of which will have to be put aside to pay insurance for the year ahead

3. Possible projects to be funded:

The meeting discussed ideas for using our fund. Suggestions made:
Katy proposed a historical board somewhere in the area (perhaps Paisley Park if we get permission from the council) to explain the interesting history of the area. Katy said she would investigate costings
John suggested renovating the centre mosaic circle in the park, replacing with hard wearing granite blocks. Marcus agreed to get three quotes to see how much this might cost
Katy suggested an Art in My Area Competition for the neighbourhood children to win a prize. This could include any kind of art – drawings, paintings, poems, photographs etc – which reflect something about the Surrey Gardens area, either how the children themselves view and experience the place or its historical background. It was suggested the winners would have their entries displayed on the electricity sub-station in the square’s park, replacing the older artwork there. It was agreed that this should be done in collaboration with local schools for children aged 9-11 (Years 5 & 6). Marcus volunteered to contact the heads of four local schools (John Ruskin, St Paul’s, Keyworth and Crampton) to see if they would be willing to take part and to obtain suggestions as to what might make a suitable prize. Meeting agreed the competition would be run after the summer break – entries to be submitted by October 1st – and the children would win a certificate and small prize while the school would benefit from some kind of donation

4. Any other business:

Michael Maloney is no longer our Resident Involvement Officer at Southwark council. He has been replaced by Chuks Amaechi
The Summer Party – To be held on July 14th. Meeting agreed to get some kind of entertainment for the children. Cath volunteered to look into the possibility of hiring a bouncy castle. Katy will make the flyers and food will be finger food bought by M&S by Tony. We will also look into the possibility of having music on the day
Meeting agreed for Treasurer to pay insurance for the park
Paul raised the issue of a local resident who regularly throws bread outside for the pigeons. It was suggested that this could be an environmental health problem since the bread may attracts rats, and that possibly environmental health at the council might be able to help

5. Next meeting – general meeting to be held in St Paul’s Church, Lorrimore Square at 7.30pm on 9th June. This meeting will not be leafleted, but will be advertised on the TRA website – with e-mail and text reminders sent to those who have signed up for this

It seems that everyone is thinking about getting into their gardens recently! Not only do we have the ongoing spring plant sale at Walworth Garden Farm, but now Mary, one of our very own TRA members, is doing her bit to spread the word for another local organisation that'll have you growing your own food before you know it.

Food Up Front is a not-for-profit project supporting people who would like the help and advice of others to grow food in their unused outdoor spaces. Aimed specifically at those with limited outdoor space, whether that's a window box or a balcony, the network helps you make the most of what you've got and shows you just how much you can grow even in a relatively small area.

Spring Plant Sale

Got a garden or a window box? Need some new plants? Want to support a local charity? Well get down to Walworth Garden Farm in May, where a variety of bedding plants, herbs and small shrubs (all grown by trainees at the Farm itself) will be available to buy at great prices!

The Farm (located on the corner of Braganza Street and Manor Place) will be open every Saturday and Sunday in May, starting this week on the 2nd, with staff on hand to chat about the work of the Farm in general as well as to offer gardening tips and advice.

Minutes of the last meeting have been circulated and are available on the TRA website, www.surreygardenstra.blogspot.com
Tony reported that 26 visitors had been to the blog in the last month
Tony reported back on his meeting (along with John) with the Cleaner, Greener, Safer Team (CGS). CGS felt the area proposed for funding - the cut through between Lorrimore Rd and Lorrimore Sq (opposite St Wilfrid's Church) - was a suitable place to propose improvements and helped make suggestions as to what these might be and how much it would cost (funding applied for: up to £35k). Tony confirmed that backing for the proposal had been received from the Sutherland Square RA in addition to Caroline Pidgeon, local Councillor and London Assembly Member
Tony reported that he had received an e-mail from Sgt Julia Croft of the Newington Safer Neighbourhood Team with regards to potentially establishing a Neighbourhood Watch in the area. This is reported to be an effective deterrent against crime. Since there has been one break in and one act of vandalism in the area recently, the meeting agreed it would be a good idea for the TRA to also become a Neighbourhood Watch Group. Tony is to investigate further with Sgt Croft as to what exactly this might entail

2. Treasurer’s report:

Cath confirmed that our insurance payment for the park in Lorrimore Square will soon be due. Tony agreed to follow up with Michael Maloney from Southwark Council to see if any progress has been made with regards to the TRA no longer having to cover this cost directly

3. Any other business:

The meeting agreed that Cath should investigate the replacement/refurbishment of the notice boards, using the money the TRA received from the recent filming. Tony agreed to follow up with Michael Maloney on this issue in addition to the insurance

Our survey says...

Our survey conducted over Christmas revealed a clear favourite in terms of where respondents wanted the TRA to concentrate their efforts over the year ahead - improving the cut-through connecting Lorrimore Square to Lorrimore Road (including the small "lay-by" area right next to it).

Highlighted by residents as a generally grotty area with poor lighting, missing trees, broken/unsuitable paving and prone to flytipping - it's certainly a very deserving project for the TRA to take on.

A proposal has now been submitted to Cleaner, Greener, Safer at Southwark Council to fund the work - should the proposal be successful (results will be announced in around 6 - 8 weeks - fingers crossed...) we'll need your help, in consultation with the Council, to decide what improvements to make.

Currently the plan is to:

Improve lighting

Lay new paving

Increase planting

Add seating

But we're very much open to ideas, so please do get in touch!

Following general dissatisfaction last meeting with the offer from The Bill of £350 to film in Lorrimore Sq and Road over three days, the Chair contacted both the Film Unit at Southwark Council and Talkback Thames in order to negotiate. Following this, a fee of £600 for the three days filming was agreed
The Chair confirmed that a meeting has been set up with Cleaner, Greener, Safer to discuss plans for the areas which the TRA is seeking to secure funds to improve. This meeting will take place on Wednesday 11th March

3. Treasurer’s report:

The Treasurer confirmed that the cheque had been received from Talkback Thames and has now been cashed

4. Jenny presented a number of ideas for the area linking Lorrimore Rd to Walworth Rd (The Eglington Court Cut Through), including a cycle path, seating, additional planting and new paving. The group discussed several additional ideas for the area linking Lorrimore Rd to Lorrimore Sq (The Lorrimore Cut Through and the Lorrimore Lay-by) including a cycle path, simple paving, additional planting, seating and good lighting.

1. Chair opened meeting and introduced Cleaner, Greener Safer Team: Charlotte and Aziza. They explained their role and invited funding ideas for the CGS 2009/10 programme. Proposals must be put forward before 16th March for projects worth up to around £35,000.

Chair invited the CGS team to come and look at the areas which the TRA wish to improve – the cut through between Lorrimore Rd and Lorrimore Sq (opposite St Wilfrid's Church) plus the area (within the Penrose TRA) leading to Walworth road. To be arranged between Chair and Charlotte.

3. Chair’s report:

Chair and Treasurer met to complete forms concerned with securing Council funding from the TRA for 2009
New blog up and running at www.surreygardenstra.blogspot.com. Chair has put up notices on waste management, Kennington Tube updates, grants to parks and asked members to write to him with suggestions for any other notices, not necessarily TRA related. Could just be about the area.

Jenny suggested the website be advertised on the new notice boards when these are up, to general agreement of meeting.

4. Treasurer’s report:

Treasurer arranged for accounts to be audited
Some discussion on the amount Talkback Thames should pay the TRA for use of and disruption to the area from 24-27 February. The suggested £350 was thought to be too little. The Chair agreed to negotiate on behalf of the meeting
Audited accounts presented to meeting. These accounts were agreed. Proposed: Chair. Seconded: Megan.

5. Chair reported from the web survey, held since December 2008, on proposals for funds. Respondents voted (in order of popularity):

a) Improving cut through between Lorrimore Road/Sq
b) New Bins for Lorrimore Sq Park
c) Resurfacing tarmac in park
d) Collaboration with Penrose TRA for improvement of pass that leads to Walworth Road
e) Improvement to mosaic in park
f) Trees for Lorrimore Road

Mary suggested adding a cycle path to the cut through between Lorrimore Rd/Sq should we proceed to improve this area.

Agreed in meeting that we would submit a proposal to CGS to improve the area between Lorrimore Rd/Sq. At the same time, John agreed to submit a separate proposal with regards to the Penrose Area. Agreed that Chair will liaise with John to find a suitable date to meet with CGS to walk around these areas and suggest improvements/costing.

Katy suggested inviting ideas on our website for specific improvements. Marcus pointed out these would have to be made very quickly to meet the March 16th deadline.

6. John asked meeting if we would like a talk from the people who now police pollution in the area. It was suggested they could write something for our website to let local people know their contact details and general remit.

What a load of rubbish...

We all know that the council take away our general household waste (see here for details on your collection day), but what about everything else?

Southwark has a number of different schemes to help you get rid of your rubbish

Recycling: everyone can do their bit, whether it's through collections from your own front door or taking your bottles, clothes, paper and plastic to one of the local recycling centres. A full guide as to what you can or can't recycle is available here
Garden waste: once you've spruced up your garden it can be a real pain to get rid of all your unwanted plants etc. Southwark collect garden waste once every two weeks. Find out how you can do it here and when your local collection day is here
Large household items: there's no need to fly-tip! Not only does it make the area look ugly, it's completely unnecessary. Southwark will collect your large household items absolutely free of charge on a day that is convenient to you. All you have to do is set up an appointment - find out more here
Almost everything else: if you have a car or access to a vehicle, you might consider taking your waste to the Household Waste Reuse and Recycling Centre, currently situated off Manor Place. They take pretty much everything here - all of the stuff listed above, in addition to batteries, aerosols, tyres and even oil

So there's no excuse really! If you see litter, dumped rubbish, dog mess or an area that you think needs cleaning you can contact the council using this online form.

As some of you may have noticed, the lifts at Kennington are about to be refurbished - great news in the long run, but potentially disruptive in the short term!

From the 20th January through to December 2009, TfL will operate a reduced lift service - closing one lift at a time in order to carry out the work that is required.

Those of you who had the misfortune of being caught up in the temporary closures of the station on a number of mornings just before Christmas will know that any reduction in service can result in fairly major problems!

If there should be a problem at Kennington, remember that the P5 bus route runs right through our area with local stops on Lorrimore Rd, Lorrimore Sq/Chapter Rd, Penrose St and Walworth Rd, leading north to the Elephant and Castle (where you can connect with the Bakerloo Line and Mainline Rail Services) and south to Brixton, Stockwell and beyond. Likewise, the 155, 133, 333 and 415 (amongst others - see map for full details) run up and down Kennington Park Road in both directions - providing other alternatives.

So - the best advice is, check before you travel. Tube status updates are available on the homepage of the blog (at the bottom) or direct from Transport for London.

The Mayor of London has announced plans to give away ten grants of up to £400,000 to make improvements to parks around London - Kennington Park is one of those nominated.

Following the November AGM and December meetings, the TRA have decided to conduct a survey to narrow down the options for spending our cash from those suggested so far.

As yet we've not scoped out any of these options - our funds may, or may not, cover some of these ideas. As a result we're not using this survey to get to a definite result - instead, we'll collect your responses and report back to the TRA on the top few options which we will then investigate further (gathering costs etc).

The proposals, as they stand, are:

Improving the cut through between Lorrimore Rd and Lorrimore Sq (opposite St Wilfrid's Church). The idea here was to brighten up the area by including a tree/s and possibly a bench, as well as resurfacing
New bins for Lorrimore Square park
Resurfacing of the tarmac throughout the park, in particular the ruined mosaic area
New trees for Lorrimore Road
New trees for Carter Street
Collaboration with Penrose on the area leading to Walworth Rd. Although out of our TRA, this is an area that many residents pass through. As such, it was felt that clearing up this area (perhaps in collaboration with the TRA that covers Penrose Street) could be of benefit
A natural (e.g. willow) gazebo in the centre of the park (where the current mosaic is located)

1. Chair Tony welcomed new members and introduced the new committee.

2. Update from Chair:

a) Tony wrote to the council re: Carter Street – as yet no reply
b) Letter of thanks sent to Safer Neighbourhood Team who spoke at the AGM
c) We have a new email address: surreygardenstra@googlemail.com
d) We have a new website: www.surreygardenstra.blogspot.com. This is to be put on all new flyers to keep people up-to-date with meetings, issues and events

The meeting agreed that updates on the site will mention people by first name terms only – and at any point anyone can request that this be changed/amended.

3. Meeting agreed to flyer once a quarter for meetings. Dates of meetings: February, May, September, November. Exceptions: end of year drinks (December) and summer picnic (TBC). Other meetings to be announced on the web or in the public notice boards.

4. Meeting agreed that the £3,000 allocation must be spent. Ideas will be put up on the website and a vote taken in the next meeting in February.

Suggestions from the floor included:

a) Improvements on Lorrimore road (perhaps as a joint project with Cleaner Greener Safer Communities [CGSC])
b) A collaboration with Penrose
c) Improving the cut through from Lorrimore road to Lorrimore square – relaying the paving, adding bench or trees etc
d) Adding more trees to Lorrimore road or Carter street

5. It was proposed that the CGSC come to talk to the SGTRA in February.

6. Signs around the park – it was voted on to pay for work done to the signs to have them fixed (glass replaced and new locks). Estimated cost: £300-£500. Tricia to confirm.

7. Chair showed the meeting the proposal to extend the conservation area to include the park in Lorrimore Square and the meeting voted to support the Chair’s proposal.

8. Report from Housing Area Forum by John:

a) Pollution rep to be asked to come to next meeting (Feb)
b) Customer care contract from the council in process of being redrafted
c) When they are ready a copy of the tenant’s charter to be put on the new website
d) The resources centre on the Aylesbury estate is available for tenant usage (copying machines, PC and an administrator to give practical advice) on Tuesdays between 10-5

Chair adjourned the meeting for end of year drinks.

What is a TRA?

What is a TRA?
A TRA (or Tenant's and Resident's Association) is a group of people from the same local area who meet together on a regular basis to socialise and discuss local issues

What do you actually do?
All kinds of things! We chat about stuff that is happening locally and advise on where to go and who to contact if there's a local issue you wish to raise. We're also usually the first point of contact if the council, or other group, wishes to consult with the local community

We look after the park in Lorrimore Square, leasing the area from Southwark Council, and have been responsible for installing and maintaining the playground equipment

A big part of what we do is meet and socialise with our neighbours, with drinks and snacks provided at meetings at least once a quarter - not to mention our annual summer picnic (in Lorrimore Square park) and end of year drinks in December

Where do you get your funding?
As a recognised TRA, Southwark Council provide funding for the TRA through the Tenant Fund

If I come, does that mean I have to do anything?
Not if you don't want to! We'd love to see more and more people come to meetings - please don't feel like you have to have an issue or that you need to get actively involved, though you would be more than welcome to if you wanted!

Our area

The Surrey Gardens TRA covers Lorrimore Square, Lorrimore Road, Carter Street and Forsyth Gardens - SE17, London (see here for a map), and is responsible for the maintainence of the park in Lorrimore Square.

The area has a rich history. A 1681 map of Walworth made for Dean and Chapter of Canterbury Cathedral shows a common called "Lattam-more" (or Lower Moor), later becoming "Lorrimore" and lending its name to various streets in the area.

In 1831, Lorrimore Common (as the area was then known) was sold to Edward Cross who used it to host the Royal Surrey Gardens (hence the name of the TRA), which featured lions and tigers amongst other animals. As the gardens declined in popularity the area was once again sold, and in 1872 the common was largely developed for housing.

St Paul's Church (one of two churches within the area covered by the TRA - the other being St Wilfrid's Roman Catholic Church, Lorrimore Road, built in 1914) is located in the centre of the square. In 1940, during the Second World War, incendiary bombs hit the original church (which had been completed and consecrated in 1856) and destroyed it, leaving only the steeple. The current church, which was built in 1959–60, is Grade II listed and used some of the original church materials in its construction.

The same incendiary bombs destroyed a number of houses in Lorrimore Square itself, leading to the development of newer flats on the north and south west sides. Carter Street was also subject to bombing.

Those houses that escaped destruction date largely to the 1850s - 1870s. The age and importance of these buildings has been recognised by their inclusion in the Sutherland Square Conservation Area, to ensure their protection for years to come.

1. PRE-AGM
We were visited by The Newington Safer Neighbourhoods Team from the Metropolitan Police – PC Michael Lulu, PC Paul Thorley, PCSO Coral Capell, PCSO Natalie Richards, PCSO Luke Sinclair-Bell. They told the TRA about the fact that the safer teams initiative had been set up to make connections with the community and prevent crime.

Areas of responsibility include: non-emergency concerns, Antisocial behaviour, DPPA (drinking in public places), mopeds, post-burglary visits and support for vulnerable residents (including help with installing anti-crime measures for these residents).

2. Approval of last year’s minutes
Minutes were read and approved by committee and attending residents.

3. Chair’s Report
Chair reported that it had been a quiet year, though we had organised a new game and a roundabout in the Square which has been well used. Chair also observed that the TRA was much in need of new members and a wider reach in the community.

4. Treasurers’ Report
Treasurer reported that after 2008 expenditure of summer picnic, new play equipment and insurance for the Sq, we have £1462.56 remaining. We are currently expecting a reimbursement of the insurance of £1645.81 which would leave us with £3104.07 to spend in 2009

5. Elections for 2009
The old officers stood down.

6. AOB – Lorrimore Sq
Tony told the committee that he and Marcus had been petitioning the council to help get Lorrimore Sq garden listed as a part of the conservation area, which would protect it from ever being developed.

Tricia told new attendees that the Sq is the TRA’s responsibility. We own the lease and have to pay the insurance for which the Council reimburse us each year.

Action: Tricia to circulate email list to Tony so that he can send actions points to other committee members so that they can support the petition
Action: Michael Maloney will also reinvestigate why the TRA needs to cover the premium insurance on this.

7. AOB – Plans for meetings 2009
Tricia told the new officers of the outgoing officers’ plan for 2009 that we select 4 meetings per year which we target as key meetings and try to drum up real community involvement for these. While each meeting on the second Tues of the month would be open to all (unless designated as an officers meeting), there would be four per year which are to be flyer-ed and for which refreshments could be provided. The new officers and members agreed that this sounded like a good strategy for 2009 until we consolidate local support for the TRA.

Tricia also asked Michael Maloney how the question of the council replacing the TRA’s 3 damaged message boards was going. It was noted that getting these repaired or replaced was urgent business.

Action: Michael Maloney to chase council about notice boards

8. AOB – MONEY
Marcus suggested that if we didn’t spend our surplus before April 09 that future funding could be at risk.

Many ideas were floated for how to spend this money – including resurfacing the Sq and building a gazebo in the centre over the destroyed mosaic.

Action: John suggested that everyone think about how they would like to see the money spent and email the committee.

9. AOB – Christmas Gathering
Abbas suggested to Michael Maloney that the council take initiative to occasionally get local TRAS together for social gatherings.

We also agreed that we have our own Christmas meeting and drinks in December

The TRA exists as a voice for local residents and meets on the second Tuesday of every month to socialise and chat about local issues.

The TRA is open to anyone living in Lorrimore Square, Lorrimore Road, Carter Street and Forsyth Gardens - SE17. The area we cover looks a bit like this:

Everyone is welcome (children included)! Don't feel you have to have something to say in order to attend - it's a great way to meet your neighbours as much as anything else.
